Comms - all around best option?
So, here's the scenario...
On a hike, want some secondary communications systems with the 'outside world'. Two-way is preferable.
Or, stuck in a snowstorm on the highway - an accident up the road or similar.
How well would a handheld CB radio / weather radio perform in this situation?
I don't even begin to have time to take a HAM course... looking at this as a secondary option.

HAM is your only serious option for radio communications.
For emergencies, I'd look into getting a Spot sat messenger and/or a GPS phone.

At least out here, some people do use CBs, but they are not near as prevalent as they once were.
I would recommend a good HAM, as in an emergency, SAT phone or SPOT messenger may not be a viable option.

What's a spot messenger? How much do they cost? I've been looking for across-city comms that can be kept in a bag or purse as well but nothing seems to be able to fit the bill.

Spot Messenger isn't something you use to communicate with people casually. It's for GPS tracking and emergency beacon use.
